Targeting the community, the program seeks to transform public participation from an event into a process. Community members identify challenges in both infrastructure and services and then constructively engage with power holders in the county departments of health, education, and water. This is enhanced through the use of 43 elected community monitors who are trained on the Community Integrity Building model. Like the SHINE PROJECT, the program uses Developmentcheck App in ensuring evidence-based claim-making.
In the piloting phase of April 2018-June 2019, 7 out of the 18 challenges were completely resolved, while the others have been in a progressive state.
